We have witnessed several disasters in recent times, some natural others man made. The frequency of such calamities has injured us and deadened our collective sensitivity, but that does not reduce the enormity of the - personal tragedy of each victim's family and community. The economic loss is only secondary to the human suffering, but is also substantial. The Government whether State or Central has standardised its response. This consists of reacting late, blaming others, visits by VIPs announcing a relief package including compensation for those affected and then forgetting all about it. There seems to be little attempt at drawing lessons from each disaster, storing the knowledge for future use , long term planning for possible pre - emptive action. Prepared ness for disasters thus falls short of what is possible using today ' s technologies.

Floods in many parts of India like the states of Bihar and Assam area yearly phenomenon. Yet the government seems to be caught by surprise year after year. It is obvious that tarpaulins, vaccines, medicines, clothes, satellite phones, large numbers of doctors and paramedical staff etc. will be needed as will boats and buses for evacuation. This is known to all those who have combated emergencies yet the non - availability of these essential services and commodities occurs. Worse the organizational structure and mechanisms for dealing with disasters are lethargic and ill defined. The National Disaster Management Agency, set up a short time ago being a central government agency has limitations relating to infringing the jurisdiction of states. It could have aggregated and disseminated experiences and knowledge, stocked many of the essential items required in an emergency or worked with agencies to ensure sufficient stocks, but hasn’t.

While the reaction to major disasters is dismal, the response to emergencies like accident is equally sad. Victim lie unattended since passersby are wary of getting caught in a labyrinthine of police and legal systems. The resulting delay in treatment con verts injuries into deaths. Of late, unique and free service to provide assistance in emergency cases is operational. Emergency Management and Research Institute (EMRI) is a professionally managed operation - initiated by the vision and grant from Ramalinga Raju. The service , which is a successful example of public private partnership likely to become operational in a few states in the near future . Given the sad failure of conventional government organisations in handling disaster, it is time we looked at the PPP model as an alternative without the government seeking in any way to abdicate its responsibility. While the state provides the funding, private organizations will provide the drive, professionalism, competent management and output linked efficiency of a good corporate organization. Combining the sensitivity and purpose of an NGO with private entrepreneurial drive to handle disasters together is thus a worthwhile challenge for both corporates and the government .

It has a large higher education sector --- the third largest in the world in student numbers, after China and the United States. It uses English as a primary language of higher education and research. It has a long academic tradition. Academic freedom is respected. There are a small number of highly quality institutions, departments, and centres that can form the basis of quality sector in higher education. The fact that the States, rather than the Central Government, exercise major responsibility for higher education creates a rather cumbersome structure, but the system allows for a variety of policies and approaches. Yet the weakness far outweigh the strengths. India educates approximately 10 per cent of its young people in higher education compared with more than half in the major industrialised countries and 15 per cent in China. Almost all of the world’s academic systems resemble a pyramid, with a small high quality tier at the top and a massive sector at the bottom. India has a tiny top tier. None of its universities occupies a solid position at the top. A few of the best universities have some excellent departments and centres and there are a small number of outstanding undergraduate colleges. The university Grants Commission’s recent major support of five universities to build on their recognised strength is a step toward recognising a differentiated academic system and fostering excellence. These universities, combined, enroll well under 1 percent of the student population.

A vexed problem facing us is the clamour to open more colleges and to reserve more seats for backward classes. But it will be a sheer folly to expand such facilities recklessly without giving any thought to the quality of education imparted. If admissions are made far more selective, it will automatically reduced the number of entrants. This should apply particularly colleges, many of which are little more than degree factories. Only then can the authorities hope to bring down the teacher-student ratio to manageable proportion. What is more, teachers should be given refresher courses, every summer to brush up their knowledge. Besides, if college managements increase their library budget it will help both the staff and the to new students a great deal. 
At the same time, however, it will be unfair to deny college education to thousands of young men and women, unless employers stop insisting on degrees even for clerical jobs.  The Emperor had inherited a peaceful and prosperous kingdom at a young age after the untimely death of his father. A few months later a man arrived at court. He stated that he was from a far off land and had the gift of foresight. He impressed the Emperor with his witty remarks and was appointed a courtier. The Emperor and those at court all enjoyed hearing accounts of his travels. One day the newly appointed minister said, "Your Majesty, you are destined to great things. It is written in the stars. I have learnt the art of fortune telling. Do not be content with your kingdom along. Travel, See the world and conquer. There are many who are oppressed. They will bless you for rescuing them from the tyranny of their rulers." The Emperor was stunned to hear this but he refused to discuss the matter at the time. The courtiers too were astonished to hear this and began debating among themselves. "It is true," they said, "Our Emperor's father was a great warrior and he ruled wisely. Perhaps there is truth in this." So the newly appointed courtier shrewdly planted the idea of waging war against other kingdoms at court. After hearing several repeated arguments in favour of this idea the Emperor finally agreed. He was a young man and a battle seemed to be exciting against a smaller neighbouring kingdom The Emperor knew the ruler was cruel and felt justified in waging war against him. Having the superior army the easily defeated the king. Everyone celebrated. But the campaign did not stop there. With every victory the new minister would urge the Emperor on to the next battle. The soldiers grew tired after over two years at war but did not complain out of respect and loyalty to their ruler. Meanwhile the situation in his kingdom began to deteriorate. With no one to look after the daily administration and to resolve disputes, signs of neglect began to be seen.
The Emperor was no longer bothered if he wars. The new minister who was in charge of these funds kept a large part for himself and grew richer. An old man who had been a minister in the Emperor's father's court grew worried and decided to do something about this situation. A few days later when the Emperor was out riding in the forest he suddenly saw the old man. He greeted him like an old friends and inquired what he was doing there. The man pointed to two owls in the trees. "I am listening to their conversation". What are they saying?" the Emperor asked unbelieving. "They are negotiating the marriage of their children. The first owl wants to know wheter the other will be gifting his daughter fifty villages on her would have to gift her one hundred and fifty as the villages were in ruins and as such were worthless but with the Emperor as ruler there would be many such villages." When the Emperor heard this he realized the error of his ways. He returned home immediately, rewarded the old minister putting him in charge of reconstructing the ruined villages and dismissed the fortune teller from his court. 

Why was the man appointed as a courtier? 

Most people who bother with the matter at all would admit that the English language is in a bad way, but it is generally assumed that we cannot by conscious action do anything about it. Our civilization is decadent and our language-so the argument runs-must inevitably share in the general collapse. It follows that any struggle against the abuse of language is a sentimental archaism, like preferring candles to electric light or hansom cabs to aeroplanes. Underneath this lies the half-conscious belief that language is natural growth and not an instrument which we shape for our own purposes. 
Now it is clear that the decline of a language must ultimately have political and economic causes it is not due simply to the bad influence of this or that individual writer. But an effect can become a cause, reinforcing the original cause and producing the same effect in an intensified form, and so on indefinitely. A man may take to drink because he feels himself to be a failure, and then fail all the more completely because he drinks. It is rather the same thing that is happening to the English language. It becomes ugly and inaccurate because our thoughts are foolish, but the slovenliness of our language makes it easier for us to have foolish thoughts. The point is that the process is reversible. Modern English, especially written English, is full of bad habits which spread by imitation and which can be avoided if one is willing to take the necessary trouble. If one gets rid of these habits, one can think more clearly, and to think clearly is a necessary first step towards political regeneration: so that the fight against bad English is not frivolous and is not the exclusive concern of professional writers.

Two hundred years after Malthus predicted that population growth would overtake food production by a margin of 256 to 9, the simple fact is that food production had always been ahead of the population growth. Malthus’ doomsday prediction simply did not come true due to two major reasons: first, population did not grow geometrically and birth rates in all Western countries fell during the 20- Century, resulting in very slow population growth. Over the past quarter century, birth rates have been falling in the developing countries too. Second, modern agricultural practices and better irrigation have resulted in tremendous growth in food production in almost all parts of the globe, with the notable exception of sub-Saharan Africa. Therefore, at the global level, the Malthusian doomsday never befell on us.
India’s population grew by about two and a half times in the past 45 years — from 361 million in 1951 to an estimated 916 million in 1995. But during the same period, India’s food grain production grew by nearly four times — from 51 million tonnes in 1951 to 191 million tonnes in 1995. As a result, the per capita food grain availability in India has gone up considerably since the Independence. That is, the Malthusian prediction has not come true even in India.

In the developing countries, the birth rate is
